PA Unrestricted Drivers License Instructions

2. Take approved drivers ed course
3. Apply for PA learners permit
4. Take behind-the-wheel training
5. Can apply for the PA unrestricted drivers license before 18
Certificate of Completion
After you complete this online drivers education course, we’ll send your Certificate of Completion and PennDOT DL-95 form to you free of charge and mail it out within 2–3 business days of your final exam.
